Ohio University's Voinovich Center for Leadership and Public
Affairs Awards Scholarships to Three Public Managers in Southeast
Ohio
In September 2004, Ohio University's Voinovich Center for
Leadership and Public Affairs awarded three scholarships to
local government managers for their participation in the Ohio
Certified Public Managers program in Chillicothe, Ohio. The
following are the recipients of full scholarships to participate
in the two year program:
- Matt Allen, Chief of Staff, City of Chillicothe.
Matt Allen worked as a Field Representative for Congressman
Ted Strickland and as Economic Development Director for
the City of Chillicothe prior to being appointed to Chief
of Staff for Mayor Joe Sulzer in January 2004.
- Mayor John Elam of Ironton.
John Elam spent 20 years in the private sector with non-profit
healthcare organizations and served on the Ironton City
Council since November 2001 prior to his being elected Mayor
for the City of Ironton effective January 2004.
- Darren LeBrun, City Engineers, Wellston.
Darren LeBrun worked as Project Engineer for Scioto County Engineer's Office in addition to a private engineering firm prior to being appointed City Engineer for Wellston in early 2003.
The Voinovich Center established the Rural Universities Program (RUP) Scholarship to assist county, village, city and township governments in providing management training for exceptional managers through the Ohio Certified Public Manager (OCPM) Program. The OCPM Program allows public managers to enhance their skills and knowledge while applying these on the job.
"We provided these scholarships to encourage dedicated public
managers in even the smallest communities to gain certification
and professional training," said Mark Weinberg, Director at
the Voinovich Center. "We think this is particularly important
now as managers face tight budgets and increased responsibilities
at the local level in Ohio."
Through this scholarship, the Voinovich Center hopes to increase
the number of county, city and township level managers who
have access to this important training opportunity. Ohio's
Rural Universities Program, initiated by the Ohio General
Assembly in 1985, is designed to enhance the quality of information
and education resources available to local governments, non-profit,
and development organizations. Through the transfer of university
technical expertise and applied research the program serves
primarily the needs of Ohio's rural and non-metropolitan local
governments. The program also functions as a public service
laboratory for undergraduate and graduate students in public
administration, political science, geography, environmental
sciences, and other disciplines. In southeast Ohio, the RUP
is located at Ohio University's Voinovich Center. The RUP
program extends the expertise and resources of public institutions
of higher education to help solve problems and build service
capacity for local governments in rural Ohio. It does this
through three effective and well-respected public service
institutes at prominent universities:
- The Voinovich Center for Leadership and Public Affairs
at Ohio University
- The Center for Public Management and Regional Affairs at Miami University
- The Center for Policy Analysis and Public Service at Bowling
Green State University
The Certified Public Managers program (CPM) is a national professional
certification in public management. Ohio launched its first
site (Columbus) in 1999 with twenty-five Ohio state managers and now
has over 190 OCPM
graduates, with an expected 73 set to graduate in April 2005.
Classes began at the Chillicothe branch of Ohio University on September
10, 2004. For
