Ohio Certified Public Manager Program

Rural University Program (RUP) Public Service Scholarship
The Institute for Local Government Administration and Rural Development (ILGARD) at the Voinovich Center has established the Rural University Program (RUP) Public Service Scholarship to assist county, village, city and township governments in providing management training for exceptional managers through the Ohio Certified Public Manager (OCPM) Program. Through this scholarship, ILGARD hopes to increase the number of county, city and township level managers who have access to this important training opportunity.

Applicant Eligibility Requirements:

  • The applicant must be a manager or hold a management staff position in a county, village, city or township government office in one of the 29 Appalachian Ohio counties.

  • The applicant must manage two or more people, a program, a significant project or resources.

  • The applicant must be accepted into the OCPM Program at a site in Southeast Ohio.

  • The applicant must intend to complete the program within a two-year period.

Application Procedure:

  • Submit the OCPM application form and the required supporting documents to the Ohio Department of Administrative Services

  • Apply for the RUP Public Service Scholarship through sending the following materials to ILGARD:

    • The scholarship application form (PDF)

    • A letter of recommendation from your supervisor, stating why you should be granted the scholarship

    • A list and description of the positions you have held with local government and the managerial positions you have held

    • A statement of your educational background

    • A statement of why you would like to be considered for the scholarship and how you believe OCPM certification will help you manage more effectively now and in the future

About the RUP Program
The RUP program extends the expertise and resources of public institutions of higher education to help solve problems and build service capacity for local governments in rural Ohio. It does this through three effective and well-respected public service institutes at prominent universities:

  • The Institute for Local Government Administration and Rural Development (ILGARD) at Ohio University

  • The Center for Public Management and Regional Affairs at Miami University

  • The Center for Policy Analysis and Public Service at Bowling Green State University

These laboratories bring together a unique blend of faculty, staff, professional consultants and graduate and undergraduate students, to deliver client services.
ILGARD can grant full and half scholarships to selected applicants. The full scholarships pay all tuition fees while the half scholarships reduce the course fees by half—the other half is assumed by the participant’s employer or the participant. All scholarships apply only to courses taken at sites administered by the Southeast Ohio CPM Program.

In granting the scholarships, the selection committee considers the following:

  • The applicant’s eligibility for the program as outlined below.

  • Applicant’s demonstration of commitment to public service through years of service and achievements.

  • Strength of recommendation from supervisor.

  • Applicant’s desire to obtain management training as evidenced in scholarship application package.

In addition, the selection committee endeavors to grant scholarships to an appropriate mix of managers at the county, local and township levels. Each government office may nominate one manager at a time for the scholarship program.

Scholarship recipients must demonstrate that they are active members of a cohort (class) in the Southeast Ohio CPM Program through taking the majority of their courses at sites in Southeast Ohio and making reasonable progress in the program, or the scholarship may be revoked.
