Our Message
Ohio's Social Services Value Chain
The Ohio Department of Job and Family Services (ODJFS) supervises
a county-administered social service system. This system delivers
family and work support services through ODJFS
and Ohio's 88 County Departments of Job and Family Services
(CDJFS) for the purpose of improving the lives of Ohioans
and strengthening Ohio communities.
How ILGARD Impacts the Social Services Value Chain
ILGARD increases the State's capacity to help county agencies improve service delivery at the local level through our management consulting work on this contract. ILGARD provides enhancements to Ohio's "social services value chain" that ultimately result in an improved quality of life for Ohioans and stronger Ohio communities.
Our Customer
The Office of Family Stability (OFS) within ODJFS
OFS supervises county administration of the following public assistance programs for eligible Ohioans:
- TANF programs including temporary cash assistance, family support services, and work support services.
- Food Stamp program.
- Ohio's Best Rx, the prescription drug discount card program.
OFS provides technical assistance to County Departments of Job and Family Services (CDJFS) on:
- Meeting Federal and State of Ohio performance measures by helping county departments establish performance management/continuous improvement systems.
- Providing policy implementation assistance and interpretation related to Federal and State guidelines for programs.
- Providing program implementation assistance.
Our Method
ILGARD's management consulting has created value for the State of Ohio by improving OFS's ability to:
- Collect, analyze, and apply data to management practices.
- Develop effective performance management practices for planning, monitoring, evaluating, and revising operational and strategic activities within OFS.
- Develop public assistance program innovations for CDJFSs.
- Leverage ILGARD's resources at Ohio University.
- Utilize technology to streamline and/or improve OFS or county operations.
- Communicate the value of public assistance programs to external audiences.

- Annual statewide TANF reports on expenditures and program results.
- Facilitating deliberations leading to establishment of statewide performance standards.
- County customer service/customer satisfaction measurement models.
- Targeted marketing techniques for the public sector.
- Implementing OFS performance management system.
- Production of ILGARD's annual performance review, including testimonials from OFS and CDJFS customers.
