Geographic Information Systems (GIS) are computer maps that link
spatial and descriptive data to create intelligent maps allowing
users to display, query, manipulate and analyze information
spatially. GIS applications for governments include planning
and zoning, property assessments, public safety, facility
siting and hydrological analysis.

ILGARD has developed models for helping communities, such
as the City of Crooksville, St. Clairsville and Nelsonville,
use GIS to improve environmental compliance, planning and
problem-solving skills. ILGARD is creating a digital database
for both of these cities. The database will contain lot-line
data digitized from existing plat maps, waterlines and valves,
fire hydrants, sewer lines and manholes, and house outlines.
The digital database will be used to better inventory the
city's infrastructure and eventually allow city managers
to make more informed decisions. ILGARD is providing training
to St. Clairsville and Nelsonville city officials on the
use and implementation of GIS.

ILGARD is providing the equipment, expertise, and staff
necessary to create the Monday Creek Geographic Information
System (GIS) for the Monday
Creek Restoration Project, a partnership of local, state
and federal agencies and organizations. The GIS provides
an advanced data analysis tool to study the impact and restoration
requirements of the extensive abandoned underground and
surface coal mining systems in the watershed.
Maps are used for grant writing, to provide public information,
and for general restoration efforts, including identifying
sites with the worst pollution. Using GIS technology, the
collaborative efforts of various government agencies, academia,
and local residents are moving the Monday Creek Watershed
toward re-establishing a healthy ecosystem.
